No additional taxes or tax increases are being proposed by Daviess County Fiscal Court, consistent with the 2022-2023 budget.
“We reviewed the information sent to us by the Department for Local Government on the assessments and their recommended calculations,” explained Treasurer Jim Hendrix. “They pre-calculate the compensating rate and the 4 percent rate.”
Fiscal Court will accept the compensating rate, reducing the real property tax from 13.4 percent to 13.0 percent. The derivative calculation for personal tangible property will drop from 16.37 percent to 13.84 percent.
“The value on both the real property and the personal property went up,” Hendrix said. “So if we are going to collect the same revenue, that is why both rates are decreasing.”
Tax rates on motor vehicles/watercraft, agriculture products, and bank deposits will remain unchanged.
Fiscal Court will have second reading and adoption of the 2022 Daviess County Tax Rates at the next meeting on Tuesday, August 16 at Noon.

Fiscal Court approved a resolution establishing the tax rate for the Green River District Health Department. The rate is unchanged at 4 cents per $100 of valuation on real property, tangible personal property, and inventory.
Flex Funds from the Rural Secondary Road Program will be utilized for paving projects on Daniels Lane from KY-144 to Hayden Road and Laketown Road from Keene Road to the County line.
Fiscal Court approved a Memorandum of Understanding with Henderson County concerning the P25 digital radio system for first responders.
The City of Owensboro will receive funding through the Edward Byrne Memorial Justice Assistance Grant Program (JAG). The city and county alternate the award each year. The city will purchase a robotic moving target system, action target portable runner, and four handheld radar guns.
Fiscal Court approved a contract for design services in the lobby of the Kirtley Annex. The project involves reconfiguring mechanical and electrical systems and adding storage space.
One bid was awarded for 30,000 tons of washed river gravel. This leachate drainage stone will serve as a layer above the synthetic liner on the new contained cell at the Landfill.
Judge-Executive Al Mattingly announced that an agreement had been reached with the Kentucky Chapter of the United Daughters of the Confederacy regarding the statue base. The agreement will resolve all legal claims between the UDC and Daviess County Fiscal Court, while transferring the title and interest in the base to UDC. As part of the agreement, the base will be relocated to the Panther Creek Battlefield site before the end of August.
