Out-of-State Registrations

Out-of-State Leased Vehicles


Note: The Leasing Company must provide the Company Federal Identification Number and month of incorporation to the Lessee in order to license the vehicle currently being leased in the State of Kentucky

What you’ll need

  • The original out-of-state title must be sent from the Leasing Company to our office. If there is a lien on the vehicle, a release of title is requested through our Letter, which may be obtained at the Daviess County Clerk’s Office. Our office will file a lien on the new Kentucky title.
  • A Power of Attorney must be sent from the Leasing Company stating the Lessee’s name as P.O.A. in order for the Lessee to sign any documentation for the Leasing Company. If multiple names are listed on the P.O.A. from the leasing company all signatures must be notarized on the necessary paperwork.
  • When registering an out-of-state lease vehicle, Kentucky proof of insurance is required.
  • A Sheriff’s Inspection is required on all out-of-state leased vehicles with the exception of leased vehicles on the U-Drive-It program.
  • The Lessee must present the vehicle and a photocopy of the title to the Sheriff’s Station. (Our office will provide a copy of the title when the original is received from the leasing company.) The fee is $5.00, payable by check or cash only. Note: If you have a U-Drive-It Permit, no certified Sheriff’s Inspection is necessary.

Taxes

A statement is needed from the Leasing Company on its letterhead stating exactly how much state sales tax the Leasing Company has currently paid on this vehicle. This is necessary due to the 6% usage tax collected by the County Clerk upon first time registration from out-of-state.

The Leasing Company will be given credit for all state sales tax currently paid to another state. Any remaining difference must be paid at the time of registration in the State of Kentucky.

When registering a “brand new” vehicle in Kentucky, it is necessary for you to complete the Total Consideration section on the Application for Title/Registration (TC 96-182), attesting to the purchase price of the vehicle. This application (TC 96-182) must be signed and notarized by both the seller and the buyer (Leasing Company).

If the seller is unable to sign the application, it is necessary for you to present the window sticker or factory invoice stating the Manufacturer’s Suggested Retail Price of the vehicle, including options and destination charges.

Note: In the case that your Leasing Company is registering your vehicle under the U-Drive-It program, you will not need to present a statement of sales tax paid because we will not be collecting usage tax at time of registration. Please be sure that you obtain the U-Drive-It number from your Leasing Company. Further information on U-Drive-It can be obtained by calling your Leasing Company or (270) 685-8434 Ext 1.

Fees

The fee required for the Application of Title is $9.00. The annual license fee is $21.00. A pro-rated charge is based on the owner’s birth month. A lien filing fee is $22.00. There is a $2.00 fee for each required notarization and $4.00 in Title Preperation fees. Accepted methods of payment are cash, money order, Visa/MC and Discover or personal check.

Out-of-state checks are not accepted. A valid Kentucky Driver’s License is required for notarization and/or acceptance of personal checks.

Out-of-State Titled Vehicles

What you’ll need

  1. Application for Title/Registration Form (TC96-182).
  2. The Owner/Buyer and Seller (if the ownership is changing) sections must be signed and notarized.
  3. When completed, Form TC 96-182 serves as your odometer statement which is necessary.
  4. Original title from previous state. If the title is being held by a lien holder, it must be released to the Daviess County Clerk’s Office. The release is requested through our Letter, which may be obtained at the Daviess County Clerk’s Office. Our office will file a lien on your new Kentucky title.
  5. A Sheriff’s Inspection is required on all out-of-state vehicles. You must take the title and vehicle to the Sheriff’s Dept. in room 103 of the Court House.
    There is a fee of $5.00 (cash or check) for inspections. The Sheriff inspection’s telephone number is 270-685-8444.
  6. When registering an out-of-state vehicle Commonwealth of Kentucky, proof of insurance is required.

Taxes

Upon first time registration of a vehicle in Kentucky, the County Clerk collects a 6% usage tax. On a used vehicle, the tax is based on the current trade-in value according to the NADA guide.

Tax credit may be obtained for any previous sales or usage tax paid to another state by the current registered owner. If there is a difference between previous tax paid by current owner and tax due Kentucky, then the applicant will be expected to pay the difference.

The tax proof must be in your name and be on an invoice from the dealer or from the Department of Revenue where the vehicle was registered. Acceptable proof of sales or usage tax paid in another state must include the name of registered owner, vehicle identification number and amount of state sales tax paid. It may also be listed on the Out-of-State Title.

If the vehicle was previously registered in Kentucky under the current owner’s name, then Usage Tax will be waived. When registering a ‘brand new’ vehicle in Kentucky, it is necessary for you to complete the Total Consideration Section on the Application for Title/Registration (TC 96-182) attesting to the purchase price of the vehicle.

Form TC 96-182 must be signed by both the seller and buyer and notarized. If both signatures cannot be obtained to sign the TC 96-182 form, it is necessary for you to present the window sticker or factory invoice stating the Manufacturer’s Suggested Retail Price of the vehicle, including options and destination charges.

Kentucky residents registering a vehicle purchased out of state must also complete the Total Consideration section on the TC 96-182 form, the application must be signed by both the seller and the buyer attesting to the purchase price of the vehicle. If the seller is not available to sign the TC 96-182, the tax will be based on 6% of the average retail value according to the NADA guide.

Fees

If the title reflects a lien holder a Title Lien Statement (T.L.S.) is required. The Daviess County Clerk’s Office will file your lien in Daviess County. The lien-filing fee is $22.00.

If there are two (2) names with “or” on a Certificate of Title, one signature is required to be notarized ($2.00 fee) on the Application for Title/Registration Form (TC 96-182) to license a vehicle in the State of Kentucky.
