Judge-Executive Al Mattingly has proclaimed July 19-23 as “Dust Bowl Basketball Tournament Week” in Daviess County.
The event at Kendall Perkins Park will feature 22 teams and 264 participants with trophies awarded in five divisions. Daviess County Fiscal Court presented a proclamation to Byron Owen, President and Tournament Director.

Jack Hinton Rd. Water Line Project
Fiscal Court approved an agreement with Western Kentucky University (WKU) for an archaeological assessment of right-of-way along Jack Hinton Road in the Philpot area.
The study is required before the East Daviess County Water Association can proceed with a potential six-inch water line expansion that would support new fire hydrants.
Daviess County received $3.7 million in “Cleaner Water” grant program funding through Senate Bill 36. So far, roughly $850,000 has been allocated for this project on Jack Hinton Road, with the expectation of additional state funding to complete it.
Alternate Emergency Operations Center
Fiscal Court approved a Memorandum of Understanding with Owensboro Community & Technical College (OCTC) regarding an alternate Emergency Operations Center (EOC).
EMA Deputy Director John Clouse explained that a computer lab on the college campus would be utilized, if the main EOC at 221 Allen Street became inoperable for any reason. Clouse said the college is the safest place, seismically, in the county for the alternate EOC.
Inspection of Geo-Synthetic Liner at Contained Cell Expansion
Commissioners approved a contract with Weaver Consultants Group for inspection of a geo-synthetic liner at the West Daviess County Landfill.
This liner will be applied on top of the subgrade and dirt work for the 16-acre contained cell expansion. Weaver Consultants Group will inspect the liner when it arrives to ensure it meets standards, completing all necessary testing and progress reports.
Digital Radio System
Judge-Executive Al Mattingly reported on progress with the digital radio system for county first responders.
A new telecommunications tower has been constructed off Hobbs Road near the West Daviess County Landfill to support the project. The new radio system will provide better coverage and additional channels for public safety officials to communicate more efficiently.
New Lease Agreement
Fiscal Court approved a new lease agreement with Hurricane Marina, LLC. The agreement concerns the maintenance requirements associated with the Little Hurricane Boat Ramp on the Ohio River, northwest of Owensboro.
Open House
Daviess County Animal Care & Control will hold an Open House and Ribbon Cutting to celebrate the completion of the Spay/Neuter Clinic on Thursday, July 14 at 11 a.m.
